On September 18, 2026, Judge Beatrice Butchko Sanchez entered the final judgment in Bicaba v. Timothe, Estimé-Irvin and Charles.
The Court found that Councilmembers Kassandra Timothe, Mary Estimé-Irvin and Pierre Frantz Charles violated Section 19 of the North Miami Charter. According to the judgment, the councilmembers used intermediaries to threaten City Manager Rasha Cameau with termination if she disciplined or terminated Public Works Director Wisler Pierre-Louis.
The Court found insufficient evidence that the three councilmembers privately colluded to terminate Cameau in violation of Florida’s Sunshine Law. The requested injunction was denied as moot, and the trial-court case was closed.
